From San Remo in the spring of 1920, British, French, and Italian plenipotentiaries issued an appeal to the United States to assume responsibility for Armenia under a mandate of the Leage of Nations. Professor Gidney traces the project from the awakening American concern for the Armenians in the Ottoman Empire to the negative vote of the United States Senate.
