The crime under discussion in the book relates to history and culture - two subjects the international community has kept outside of its scope of attention, focusing instead on the prevention of war and on respect of individual human rights. The object of this study is to demonstrate:

  1. The existence of a crime which may be characterized as an international crime;
  2. That said crime, having remained unpunished creates a precedent leading to its proliferation; and
  3. The necessity to recognize this fact and declare it an international crime.
