The involvement of Turkey in fomenting this aggression is especially alarming. The confrontational rhetoric from Baku and the numerous serious flare-ups along the line of contact with Azerbaijan as well as the cross-border attack carried out by Azeri forces in July of this year were clear warning signs, and the current assault on Artsakh and on Armenia stands contrary to any acceptable international norm.
